Tier placement follows funding stage, not who referred you. The application asks whether you are bootstrapped, pre-seed, seed, Series A or Series B+, and Inspire through Scale map onto that. A bootstrapped team applying directly lands in Inspire because it is bootstrapped, not because it skipped a referral.
No. There is a self-serve application route alongside the VC and accelerator referral route, and applying directly does not disqualify you. Core eligibility is being under 7 years old, at Series A or earlier, building a single software product — agencies and dev shops are excluded — and not having been accepted before. Existing Atlas users can still apply.
